Jeff Berkowitz: Would you support school vouchers in Chicago?

Jeff Berkowitz: Not have you, but would you, going forward? Would you go forward and say they should have a choice, those parents, school choice-school vouchers, in Chicago, where the schools are failing.

Sen. Bill Brady: Well, the Democrats have built this problem up over the last six years. And, we’re not going to solve it in three months, so we probably have to look at borrowing in the marketplace as opposed to borrowing against our Medicaid providers.

Sen. Bill Brady: But, it’s over-all. [The Chicago tax] adversely affects the economic opportunities we offer our citizens. When we lose jobs, to the tune of 700,000 jobs over the last six years, because the Democrats, the Blagojevich-Quinn administration, has increased the burden on businesses and families… we have to right the situation, that means roll back taxes and fees, make Illinois competitive—

Jeff Berkowitz: And, if it’s a four billion dollar deficit [for this fiscal year] and we’ve only got three months, or so, left—

Sen. Bill Brady: Right.

Jeff Berkowitz: What would you do…if you were Governor, do you have to do something or can you just live with a four billion dollar deficit and go to the next fiscal year.

Jeff Berkowitz: …Quinn says… families with incomes of $57,000, or less, will not pay higher taxes; …families with incomes of more than $57,000 will pay higher taxes [under the Quinn proposed legislation]. Is Quinn right on that and does that matter?

State Sen. Bill Brady (R-Bloomington): Well, he gets an F. He fails.

Jeff Berkowitz: Because?

State Sen. Bill Brady (R-Bloomington): Because he is raising taxes on families. We are in horrific economic times. And, over the last six years because of the Blagojevich-Quinn and Democrat policies, our state has fallen far behind. We are amongst the five worst job-producing states in the nation. We are one of only five states that has fewer jobs today than we did ten years ago. The last thing you do in these times is raise taxes on familiesa single individual making as little as $16,000 would pay an increase in taxes…

Jeff Berkowitz: Is that necessarily bad. Shouldn’t everybody have some skin in the game? If there is going to be an increase in taxes, should we only tax the people [with incomes] above $60,000 or $200,000?

Sen. Bill Brady: The point is we are a high tax state. The City of Chicago has the highest tax of any municipality in this nation.

Jeff Berkowitz: That’s city stuff, that’s different. I mean that’s not state legislation.

Sen. Bill Brady: But, it’s over-all. It adversely affects the economic opportunities we offer our citizens. Sen. Bill Brady: …first, you’ve got to look at the fiscal year. How do we turn the ship next year? How do we balance next year’s budget?

Jeff Berkowitz: You go to next year before you go to this year?

Sen. Bill Brady: You go to next year first and you look at how do we balance it. Can we pay some of that deficit down in next year’s budget?

Jeff Berkowitz: …what Gov. Quinn says is that for the next year, 09-10, the next fiscal year, he says the projected deficit is about 8 billion dollars

Sen. Bill Brady: If he fails, if he fails—

Jeff Berkowitz: Folks, when you hear a 12 billion dollar deficit, what they’re doing is, they’re saying 8 billion dollars projected in deficit for next year, 4 billion for this year, twelve billion dollar deficit. Now, you’re saying—

Sen. Bill Brady: And, you’re good to point out the difference. Because I think part of their plan is to confuse your listeners, the voters—

Sen. Bill Brady: The Democrats, by making…

Jeff Berkowitz: Quinn has proposed cutting $500 million in spending this year. So, now you’ve got 2 billion dollars from stimulus funds [for this year’s budget], 500 million dollars from cuts [in spending] for this fiscal year. That leaves you with a billion and a half [of a hole to fill]. If you accept those two things, what do you do-- Bill Brady, [to cure] that extra billion and a half of deficit?

Sen. Bill Brady: Well, the Democrats have built this problem up over the last six years. And, we’re not going to solve it in three months, so we probably have to look at borrowing in the marketplace as opposed to borrowing against our Medicaid providers.

Jeff Berkowitz: Borrowing in the marketplace to get by for this year?

Sen. Bill Brady: Yes. And, then you work at paying that short-term debt back by balancing your budget and paying down that debt.
