Way better than Monday Night Football: Hamos on Cable and Streaming

Jeff Berkowitz: More competition in public transit? That is, we could auction off a garage [which houses and manages buses that provide transit on various routes]. We could auction off a route and then have some private entities compete with the CTA. Maybe they [private entities] could provide the services more efficiently. [More precisely, we would auction off the right to be the sole provider of bus services on the route; the bids might consist of how low a price could they provide the bus service at, and at what frequency of service-- and still make a normal profit, based on that fare; Thus, the private entities would be competing with the CTA to be the sole provider on all or a portion of the CTA routes].

State Rep. Hamos: I have never heard this idea, Jeff.

State Rep. Julie Hamos: It could. I could envision doing that. I think there would be support for a capital bond program. All of the legislators want to see a capitol bond program. That affects all of our districts. We have infrastructure that is crumbling in the state of Illinois. So, we have to do this. That to me is the key to passing a transit bill before Nov. 4th [The new "doomsday for CTA riders," at which time CTA contemplates raising bus and train fares and cutting service on many routes in Chicago].

Tonight's City of Chicago and City of Aurora editions of "Public Affairs," features State Rep. Julie Hamos, Chair of the Mass Transit Committee in the House, who has devoted a good part of her recent life (Blood, sweat and tears) to developing and passing her Mass Transit legislation, which is co-sponsored and strongly supported in the Senate by Senator John Cullerton (D-Chicago). Senator Cullerton, who somewhat ironically also functions as Emil Jones' majority caucus whip, is featured in next week's suburban edition of "Public Affairs."

The show with Rep. Hamos airs through-out the City of Chicago tonight [Oct. 1] at 8:30 pm on Cable Ch. 21 [CANTV] and on Monday night [Oct. 1] at 7:30 pm on Aurora Community Television, on Comcast Cable Ch. 10 in Aurora and some surrounding areas. The Aurora station reaches all of Aurora, Bristol, Big Rock and parts of Oswego, Sandwich, Sugar Grove and Montgomery. Next Monday night's Public Affairs shows in Chicago and Aurora features State Rep. Lou Lang.

Resolving Capital Budget and Mass Transit issues:
As easy as one [capital budget], two, [casinos] three [Mass Transit]?

Jeff Berkowitz: …to have a capital budget of any size—

State Rep. Julie Hamos (D-Evanston): We need to pay for it somehow.

Jeff Berkowitz: You need a revenue source

State Rep. Julie Hamos: That’s right.

Jeff Berkowitz: So, then gaming comes up.

State Rep. Hamos: Gaming comes up.

Jeff Berkowitz: Not just an expansion at casinos that currently exist, but one, two or three additional casinos. Perhaps one in the City of Chicago.

State Rep. Hamos: Yeah.

Jeff Berkowitz: Perhaps one in South suburbs for the Shaw brothers which Senate President Emil Jones would love.

State Rep. Hamos: Well, I hope it wouldn’t be for the Shaw brothers. We can’t do that. We can’t do that. We still have to be policy makers.

Jeff Berkowitz: Maybe one in Waukegan for [Senator] Terry Link?

State Rep. Hamos: We can’t do it that way. I think I could envision us expanding gaming somewhat. I don’t know if it is going to go as big.

Jeff Berkowitz: So, it requires Senate President Emil Jones getting together with Governor Rod Blagojevich, getting together with Speaker Mike Madigan- who we have left out of this.

State Rep. Hamos: It’s really all five leaders. All five leaders.

Jeff Berkowitz: The Republicans have some say in this because it currently requires a three fifths vote…[Ed note: Senate President Emil Jones has become almost as good as Speaker Mike Madigan at doing structured roll call votes—the art of using Republicans to help pass legislation most Democrats and some Republicans want and to do it in a way that helps Democrats maintain a majority in each chamber, come election time].

Jeff Berkowitz: But, we ought to have peak load [pricing], somebody gets on the tollway at 5:00, 5:00 in the afternoon, they ought to be charged much more than somebody who gets on at 11:00 in the morning.

State Rep. Hamos: I hope that CTA and Pace will look at that for buses.

Jeff Berkowitz: And even Metra could do that with trains. You could have surcharges.

State Rep. Hamos: They could even do that with trains. That’s right.

Jeff Berkowitz: So, you’re for all of that.

State Rep. Hamos: I am.
