Senator Christine Radogno [R-Lemont] is in her 11th year as a State Senator for the 41st District, which includes many of the far Southwest suburbs. Her Senate District contains portions of the 13th CD [Biggert], 11th CD [Weller] and 3rd CD [Lipinski], and she resides in Cong. Biggert’s district.

Senator Radogno earned an undergraduate and social worker’s degree from Loyola, and worked as a social worker before going to the state senate in 1997. She was the Republican nominee for State Treasurer in ’06. Although the Senator was outspent by her opponent, Alexi Giannoulias--and his Banking Family-- 3 to 1, Radogno was competitive with her Democratic opponent and she outperformed each of the other Republican Statewide candidates.

Senator Radogno debates and discusses with legal recruiter Jeff Berkowitz the following questions and topics:

The Agreement in Principle reached in the Springfield five ring circus, that is-- the agreement reached between the Governor and Speaker Mike, Senate President Jones, Republican Senate Leader Watson and Republican House Leader Cross not to shut down State Government on July 10. That is the date, going forward, that the State Government would not have funds to meet its new fiscal year payroll, barring some action by the powers that be in Springpatch. That Agreement was discussed on the show with Radogno that was taped on June 24, and the Agreement was finalized by the top legislators and the Governor during the Week of June 25, 2007.

The budget extension "Agreement in Principle," was pretty much the starting point for Berkowitz’s “Public Affairs,” interview with Deputy Republican Senate Leader Christine Radogno [R-Lemont].

However, the discussion during the half hour show with Radogno covers a much broader range of territory than the “Agreement,” including the operation of the five ring circus in Springpatch; how those circus rings may shape the final eleven month, or shorter, budget; comparisons between some of the current views of State Treasurer Giannoulias and his former opponent, Senator Radogno; ideas and positions of Senator Radogno on education funding and true education reform, e.g., performance pay for teachers, procedures to facilitate innovation, etc.

Also discussed on the program are the Springfield budgeteers and how they operate; some reflections by Senator Radogno on her state senate colleague for eight years-- now U. S. Senator and Presidential Candidate Barack Obama—regarding his qualifications to be President, whether he is a “Cook County Pol,” and whether he should have been aware of Tony Rezko’s background and activities.

Additional discussion on the program included reflections on the Governor’s inability to govern; Senate President Emil Jones’ education and gaming plans; Speaker Mike’s budget; lifting the Cap on charter schools; a pilot study of school vouchers to give parents more choice among schools; the five big “needs,” for state spending; “Throwing money at education;” Equity issues in eduation; Is State Treasurer Giannoulias [D-Chicago] right when he says there is a “Revenue Problem,” in State Government and we need an increase State taxes? Is HB 750 [the tax swap] a good idea? And much, much more.

No New Taxes?

Jeff Berkowitz: Is the Republican position this year [in the State of Illinois]—read my lips, no new Taxes? Is that the Republican position?

Senator Christine Radogno [R-Lemont]: No new taxes, yes—and I do not think—

Jeff Berkowitz: No increase in the income tax? No increase in the sales tax?

Senator Radogno: No, and the Governor has said he won’t support that.

Will Republicans hang tough on Taxes?

Jeff Berkowitz: All right. So, no new taxes. No increase in the sales tax, no increase in the income tax? Republicans are going to hang tough on that? As a caucus? As a person? Nobody is going to split on the Party, right?

Senator Radogno: Well, I can never speak for everyone. You know that.

Jeff Berkowitz: So, some of those folks might take the—

Senator Radogno: I would not presume to speak for anyone, but I think that is certainly the general feeling-- that Republicans don’t want taxes increased.

Where is Giannoulias?

Jeff Berkowitz: Your former opponent, State Treasurer Alexi Giannoulias [D-Chicago] said it is important, as you said, for the Treasurer to speak out about these issues, fiscal issues (spending and taxes); As State Treasurer, has he been rather silent for the six months he has been there?

Senator Radogno: He has been keeping a pretty low profile.

Jeff Berkowitz: He [Giannoulias] says there is a revenue problem. Is there a revenue problem for the State of Illinois?

Senator Radogno: There is a revenue problem in that it doesn’t match up with the spending.

Jeff Berkowitz: He [Treasurer Giannoulias] talks about maybe increasing taxes.

Senator Radogno: Well, again, I think that the answer is to live within our means.

House Bill 750: A tax swap for the suburbs?

Jeff Berkowitz: House Bill 750 is a no no to you?

Senator Radogno: I am not impressed with HB 750. I think it has a detrimental effect on the suburbs.

Jeff Berkowitz: Would you support it?

Senator Radogno: No, I would not.

Jeff Berkowitz: You don’t support a tax swap?

Senator Radogno: No, I wouldn’t. Not without other reforms. There is no way to guarantee property taxes would stay down. So, I think that people would buy into that and then ultimately be very disappointed when their property taxes went up and their income tax went up and less money was going to their local schools.
