Avila, Jr. on 4th CD Winner and Corruption:Cable and Streaming

Frank Avila, Jr.: Yeah … Tony Munoz, Victor Reyes and Martin Sandoval went to high school together and they form a very odious clique of people who are known as HDO, the Hispanic Democratic Organization and they have relationships through family members, they have relationships through baptism in the Spanish community called compadre and they are a very tight knit clique that has done a lot of illegal activity.

Tonight's "Public Affairs,": The 4th CD 2008 Democratic Primary and much more

The leading 4th CD candidates:

Frank Avila, Jr., knows a fair amount about politics, public corruption, reform and the law— topics that are somewhat related, especially in Chicago and Cook County, not to mention Illinois, which is ranked, by most, one of the three most corrupt states in the country, along with New Jersey and Louisiana.

In tonight’s discussion of the February 5, 2008 4th CD Democratic Primary to replace the apparently retiring incumbent, Cong. Luis Gutierrez (D-Chicago) [See here], Frank Avila, Jr. says Ald. Manny Flores and Cook County Commissioner Roberto Maldonado [read about and watch here] are the top two out of the half dozen, or so, people who have either filed as candidates, set up exploratory committees or have a name that is being tossed around to replace “El Gallito.”

Will Cong. Gutierrez really retire from Congress?

When you think about whether Cong. Gutierrez will keep his word to retire from Congress in 2008, remember what one of Chicago’s senior broadcast political journalists once said about El Gallito: he can bull _ _ _ _ equally well in Spanish and English. And, Avila, Jr. questions, tonight, whether Gutierrez has a legacy to show for his sixteen years in the Congress. Perhaps El Gallito will stay on in hopes of finding one.

Why Maldonado?

Assuming Gutierrez is retiring, Avila, Jr. views Commissioner Maldonado as one of the top two likely replacements because Maldonado is Puerto Rican and thus he gets all of that base, while others split the Mexican base. Race and ethnicity, of course matter. It politics, not the free market. Also, there are more voters out of the north side than south side.

Why Manny Flores?

As to Flores, Avila said he appeals to the yuppie, white voters in the District, especially the newer white voters. Berkowitz suggested that Manny is kind of “the Barack Obama of the Hispanic community,” and Frank agreed there are some relevant comparisons of Manny to Barack: smart, well-spoken, attractive, etc. [See here].

Dominant Issues in the 4th CD race.

Frank said the biggest issue with people in 4th CD is “jobs, jobs, jobs.” Avila, Jr. said education should be the No. 1 issue, but won’t be, although education is, he said, how you get a job, so in a sense it is No. 1. Frank said the conventional wisdom is that immigration is the No. 1 issue, but while important, pocketbook issues are actually viewed by 4th CD voters as more important. [As an aside, and Avila, Jr. didn't say this-- low skilled “legal Hispanics,” like low skilled "legal blacks," or any other low skilled U. S. citizens may be hurt by illegal low skilled immigrants in terms of wage depression, so in a sense immigration is a pocketbook issue, albeit it may be more complicated than can be covered in one parenthetical, But, see a straightforward discussion here]

Avila, Jr. agreed with Berkowitz that the Hispanic community is more socially conservative than its leaders, but Frank didn’t seem to think that stuff will be very important relative to pocketbook issues.

To the extent that social issues are important, State Rep. Susana Mendoza [D-Chicago] might have an edge in the 4th, thought Frank-- but it now seems as if she won’t run. Also, it is not clear how socially conservative she is, although she, years ago, supported the death penalty for those killing innocent bystanders while gang banging. Further, being the only female in the race might help, but maybe not in a macho community.

The 4th CD, how Hispanic?

Michael Barone, in his 2006 Almanac puts the District, at 75% Hispanic in terms of population, but only 50% in terms of likely voters. So, if that is still the case, that might help Ald. Manny Flores, if above description of his appeal to whites is correct.

Reyes, Tony Munoz and Sandoval

As reported below, Frank Avila, Jr. was pretty tough on Victor Reyes, Senator Tony Munoz and Senator Martin Sandoval during tonight's discussion. And, Frank ripped HDO as being riddled with a drug trade and other corruption. Unlike other pols, Frank does not mince words. I suppose he has his pol hat off, for a while.

Frank Avila, Jr.: Well, I am sure there are a lot of people who should be indicted, but Victor Reyes should be indicted

Jeff Berkowitz: Martin Sandoval [See here], now he is a state Senator from Cicero, Berwyn and Chicago, is he involved with HDO?

Martin Sandoval is a member of HDO and he was put in the Senator’s spot by Victor Reyes and HDO. He became Senator in 2002. And the reason I am intimately aware of it… [is that] I was the attorney that sued (my father was the plaintiff) Martin Sandoval when Sandoval ran for …
